Platform Intelligence: improve Tag suggestions

We are improving the AI suggested Tags by allowing admins to specify whether new tags or only existing Tags should be recommended. This will help streamline the tag management process and improve efficiency by reducing the number of Tags being created.

Account admins will be able to can control how Tags are being recommended in a Platform Intelligence specific setting under the Tag Management page.
